Overview

Follow these guidelines for distribution, purchasing and transferring of Controlled Substances

Distribution

All Controlled Substances and precursor chemicals are delivered to EH&S central Distribution Offices. Controlled Substances Distribution Offices are at L235G for Parnassus campus registration and N121 for Mission Bay campus registration. Pick up times for all Controlled Substances orders are Monday - Friday, 8:00 am to 12:00 pm, or by appointment.

Orders for Controlled Substances will be released by the Distribution Office, only to the authorized recipient or PI. Distribution Office will notify individuals by phone when their orders are ready. 

To pick up your Controlled Substances order, you must present a picture identification (preferably a UCSF ID).

Purchasing

To order a controlled substance you must have an active CSA. All controlled substances, DEA schedule II-V, must be ordered through Campus Procurement and Contracting (CPC). Controlled substances are regulated by the United States Drug Enforcement Administration (DEA). The University is obligated to follow the procedure for ordering, delivery and receipt of controlled substances;  therefore; orders of controlled substances MUST go through CPC.

Controlled Substances can be ordered online via BearBuy.  In addition, a Controlled Substances Purchase Approval form must be completed and included with your request as a PDF file approved by your Principal Investigator.  Instructions for entering your order can be found here: Controlled Substances Order Instructions.

Transferring

Small quantities of Controlled Substances can be transferred with the approval of

Jason Mata, Controlled Substances Officer, (phone: 415-476-6074).

The following criteria must be met:

  • Both CSAs must be on the same DEA registration (same campus location).
  • Both labs must have active CSAs.
  • Receiving lab must be approved for the controlled substance.
  • Quantity transferred must be within the purchase limit.
  • Both labs must maintain documentation of the approved transfer.
  • Send copies of transfer to EH&S, Box 0942 or email to Jason Mata.

Note: Upon laboratory closure or termination of employment, all Controlled Substances must be disposed in accordance with UCSF policies and procedures. Controlled Substances may not be transferred to another institution under any circumstances.

Compliance

To evaluate the effectiveness of the program, the Controlled Substance Officer will conduct random inspection of research labs which use Controlled Substances.

EH&S DSAs conduct unannounced annual laboratory audits for Controlled Substance during the third trimester. Inspections will cover the proper storage and record keeping of Controlled Substances as well as specific requirements identified during the registration process. The inspection is including the proper storage and record keeping of Controlled Substances as well as specific requirements identified during the Registration process.

The DEA may conduct random audits and inspections of the Controlled Substance Program. DEA inspector would be conducted in coordination with EH&S. DEA audits may include any and/or all administrative and operational aspects of the Program.
