OEH&S Due Diligence

UCSF foundation and department’s request to the Campus Real Estate and Contract Services (REC) to lease, acquire and/or bequest a property and space constitute initial phase for due diligence investigation. An Environmental Due Diligence Screening Questionnaire, a questionnaire consisting of twenty-four (24) questions, is used during this phase and is designed for property owner, real estate agent and/or current tenant. Due Diligence is a process by which existing or potential adverse conditions associated with real estate are identified and disclosed to all affected parties involved in legal transactions of said real estate. The procedure outlined below constitute initial due diligence investigation.

A) Campus REC provide Environmental Due Diligence Screening Questionnaire to property owner, real estate agent and/or current tenant.

B) Campus REC personnel independently complete the Screening Questionnaire during the walk-through site investigation.

C) Campus REC submits a Phase 1 Preliminary Site Assessment request to Environmental Health & Safety (OEH&S) for further investigation if the following applies:

1) The Screening Questionnaire detects the potential for radioactive, chemical and biohazardous contamination on the subject property.

2) If a history of chemical storage, use, generation, or disposal becomes evident on the subject property.

3) If significant UCSF investment in the form of tenant renovations, demolition, or construction is planned for the subject property.

4) If UCSF intends to use or store hazardous materials on the subject property.

5) If UCSF tenant requires an asbestos survey.

  1. OEH&S involvement in the initial screening process starts upon receipt of "Project Request/Approval". The Request for Services defines the scope of services to be performed which are:

1) Identifying past and present site ownership and uses.

2) Inspecting entire site and any structures for asbestos, PCBs, or other hazardous building components.

3) Determining site environmental characteristics/setting (size layout; development; natural features, etc.)

4) Assessing all hazardous material/waste generation, storage, handling, and/or disposal practices.

5) Assessing off-site hazards posed by past and present uses of surrounding properties.

6) Concluding about potential problems and recommending for further action.
